Industry Study to Assist NATO ACT with Future Interoperability

In 2016, NCOIC completed a project designed to help NATO shape its future command and control capabilities. The consortium conducted an industry study for the Command & Control, Deployability & Sustainability (C2DS) Division of NATO Allied Command Transformation (ACT), a strategic command that promotes interoperability throughout NATO and is leading transformation of the alliance’s military structure, forces, capabilities and doctrine.

NATO ACT contracted with NCOIC for assistance in increasing interoperability within the NATO enterprise. Its goal is to implement systems and services that enhance operational and tactical information sharing and information exploitation in the 21st century.

NCOIC held a workshop to assess the current interoperability environment, identify strengths and barriers, share best practices, and chart the path to acquire the desired capabilities. After the workshop, NCOIC prepared a final report containing a complete analysis, conclusions, recommendations and roadmap. The project included a unique NCOIC Voice of Industry (VOI) review that enabled all consortium members to provide comments – both positive and negative -- regarding the current and future NATO environment. ACT is particularly interested in industry involvement to receive information on market strategies and direction that will help it develop the requirements and acquire the capabilities necessary to support future C2 operations.

NCOIC offers membership to individuals, organizations and special teams, with categories featuring different privileges, responsibilities and annual fees.

Organizational Membership Categories
There are three organizational membership categories: platinum, gold and silver.

NCOIC Platinum Membership
Platinum membership is designed for businesses wishing to maximize their interaction with senior government and industry leaders in the intimate and informal NCOIC venue. It is designed for those interested in using the NCOIC legal environment and experts to work with others on a topic of mutual interest that goes beyond the purely technical and includes business objectives. Participation is open to all employees of the organization, including subsidiaries.
• Provide input to the NCOIC Board of Directors and Advisory Council on roadmaps and initiatives
• Participate in selected meetings of the Advisory Council and Board of Directors
• Participate in the Business Membership Team for the Interoperability Verification Initiative with NATO Allied Command Transformation
    -Work on the framework approach that will be used by NATO ACT in validating the interoperability of products and services
    -Have the ability to put a total of 10 products or services through the IV framework validation process free of charge during the launch phase
    -Work on the IV Initiative as it is expanded to other customers
• Participate in the NCOIC Technical Council, technical teams and working groups
    -Eligible for leadership positions, including chair of the NCOIC Technical Council 
    -Vote on formal approval of technical deliverables
    -Participate in Voice of Industry Reviews
• Receive support from NCOIC staff, including the development of white papers, research, meeting coordination and public relations for the company’s interoperability projects
• Fee: $20,000 per year

NCOIC Gold Membership
Gold membership is designed for organizations that wish to participate in the Business Membership Team for the Interoperability Verification Initiative with NATO Allied Command Transformation and to be exposed to customer insights and thoughts on key interoperability issues. 
• Provide input to the NCOIC Board of Directors and Advisory Council on roadmaps and initiatives
• Participate in selected meetings of the Advisory Council and Board of Directors
• Participate in the Business Membership Team for the Interoperability Verification Initiative with NATO ACT
    -Work on the framework approach that will be used by NATO ACT in validating the interoperability of products and services
    -Have the ability to put a total of five products or services through the IV framework validation process free of charge during the launch phase
    -Work on the IV Initiative as it is expanded to other customers
• Fee: $15,000 per year

NCOIC Silver Membership
Silver membership is designed for organizations that wish to participate and help shape interoperability approaches for products and services to be used in multiple marketplaces and to be exposed to customer insights and thoughts on key interoperability issues.
• Employees may participate in technical teams and working groups
• Vote on formal approval of technical deliverables
• Participate in Voice of Industry Reviews
• Have presentation opportunities to the NCOIC Board of Directors and Advisory Council
• Fee: membership fees are based on the number of employees
     Businesses: $5,000 per year with employees of 500 or over; $2,000 per year with under 500 employees
     Academia: $1,000 per year
     Non-Profit Organizations: $1,000 per year

Individual Membership Categories
Individual membership is designed for subject matter experts and visionaries who wish to be at the forefront of ideas, discussion and development of cutting-edge concepts for enabling interoperability in multiple marketplaces. There are two individual membership categories: annual and lifetime.

NCOIC Annual Membership
• Participate in technical teams and working groups
• Provide input to the NCOIC technical roadmap and selected white papers
• Participate in Voice of Industry Reviews
• Receive special invitations to VIP events
• Fee: $100 per year

NCOIC Lifetime Membership
• Participate in technical teams and working groups
• Provide input to the NCOIC technical roadmap and selected white papers
• Participate in Voice of Industry Reviews
• Receive special invitations to VIP events
• One-Time Fee: $500

Member Responsibilities – All Categories
• Members are expected to comply with all applicable laws and regulations of all nations, including laws regarding antitrust and export control.
• Members are expected to comply with the NCOIC Bylaws and Charters and Procedures.
• Members are expected to comply with the terms and conditions of the NCOIC membership application.
