NCOIC is governed by a Board of Directors, who are respected leaders from industry and academia with a wealth of experience and background in cross-domain interoperability of products and services. The board provides strategic direction and guidance on operational and financial activities for the consortium.

The NCOIC Advisory Council consists of senior government leaders and strategists with expertise in global interoperability. Members of the Advisory Council provide insight and expertise on customer net-centric operations and interoperability needs, requirements and direction. They represent the needs and viewpoints of global government and civil agencies in identifying and developing open, consensus-based approaches. They enhance the consortium’s knowledge of customer requirements and visions, access to key thought leaders and customers, and reach into the NCO community. The NCOIC Advisory Council is unique among consortia for the breadth and depth of its membership. This team of senior government officials represents the United States, Canada, Europe and Australia.

NCOIC provides a unique environment for these leaders and technical experts to work together and share information in a safe and neutral forum. Their free flow of information and ideas is critical to influencing and facilitating the adoption of open technical standards that can promote interoperability across the full spectrum of business and government operations.

NCOIC’s daily operations are managed by an Executive Staff of technical and business experts. The NCOIC Technical Council develops the consortium’s products that include tools, processes, frameworks, patterns and other technical resources.
